____________________________ MEMBERSHIP General Member. A general member is a person at least 18 years old residing within Hennepin County, Minnesota except within the corporate limits of the City of Minneapolis, who (a) attends one of the “orientation meetings” periodically held by the Board to introduce prospective members to the purposes of the Trust, (b) certifies in a written membership application that he or she believes in the purposes of the Trust, (c) pays any required membership dues or performs work approved by the Board, and (d) does not miss attendance at two consecutive annual meetings. Leasehold Member. A leasehold member is a person at least 18 years old who resides in a house located on land leased or owned by the Trust. Each house will have only one leasehold membership. Supporting Member. A supporting member is a person at least 18 years old or an organization who (a) certifies in a written membership application that he, she, or it believes in the purposes of the Trust and (b) pays any required membership dues or performs work approved by the Board. RIGHTS OF MEMBERS Only leasehold and general members may exercise the membership rights in the bylaws. Only Leasehold and General members have the right to participate in membership meetings, to cast one vote on matters properly before the membership, to elect the Board of Directors, to serve on the Board of Directors or its committees, and to receive Annual Reports. Leasehold members have only one vote per household. PURPOSE The purposes of the Trust are to provide and preserve decent and safe affordable housing for low and moderate income persons in the Community and to promote the betterment of the Community. To those ends, the Trust may: * Acquire, hold and lease land in Hennepin County, Minnesota except within the corporate limits of the City of Minneapolis, for the purpose of building, restoring and preserving the affordability of housing on that land for persons and families of low and moderate income and otherwise exercise the powers of a neighborhood land trust within the meaning of Minnesota Statutes section 462A.31; * Preserve and provide decent and safe affordable housing for current and future low and moderate income residents of the Community; and * Preserve and enhance the economic viability of the Community by developing, rehabilitating, and maintaining decent, affordable housing as part of an integrated strategy to promote workforce development, meet Community development and redevelopment goals, and improve the quality of life in the Community. Persons and families of low and moderate income means those whose income does not exceed 80 per cent of the median household income for the area as determined by the United States Department of Housing and Urban Development, without adjustment for family size. I have read the above Purpose Statement and certify and believe in the purpose of Homes Within Reach, also known as the West Hennepin Affordable Housing Land Trust.
